Is there Bolt in Montenegro?

If you used Bolt in Dubrovnik or Split, the app is still on your phone when you reach the Bay of Kotor. The map stays empty. Here is why, and what to do instead.

Is there Bolt in Montenegro?

No. Bolt does not operate anywhere in Montenegro: not in Kotor, Budva, Tivat, Podgorica or at either airport. Bolt works in neighbouring Croatia, including Dubrovnik, and stops at the border. In Montenegro visitors use a local ride app or licensed street taxis; MonteGO covers the whole country with the fare shown before you confirm.

  • Bolt: not available in any Montenegrin town
  • Works in Croatia, ends at the border crossing
  • Local ride app and licensed taxis are the working options
  • No local SIM needed: register before you travel

Where Bolt stops working

Bolt covers the Croatian coast, Dubrovnik included, and Dubrovnik is under an hour from the Montenegrin border. That is exactly why so many arrivals are caught out: the app worked at breakfast and shows no cars by lunchtime in Herceg Novi or Kotor. Nothing is broken. Bolt simply has no drivers, no licence and no operation on the Montenegrin side.

The same applies at the airports. Tivat (TIV) and Podgorica (TGD) have no Bolt pickup zone, and a request opened there will sit with no driver assigned. If your plan for the airport was 'I will just call a Bolt', replace it before you land.

What to use instead of Bolt

Montenegro's ride market is local. There is no global platform, and the gap is filled by a Montenegrin ride-hailing app plus the traditional licensed taxi network in every town.

  • MonteGO

The Montenegro-native ride app: licensed drivers across the country, the estimated fare on screen before you confirm, live tracking with a shareable link, and airport pickups you can schedule up to 10 days ahead. It is the closest thing to the Bolt workflow you are used to.

  • Licensed street taxis

Every town has ranks and roof-light taxis. They are fine for a short hop if you agree the price before the car moves; the tourist-price problem is real at ranks in July and August.

  • Kotor, Budva, Tivat, Podgorica

The four places people search 'bolt' for most. All four are fully covered by MonteGO, including the cruise terminal in Kotor, the Budva Riviera down to Sveti Stefan, Porto Montenegro in Tivat and Podgorica Airport.

Bolt habits that do not carry over

A local app looks familiar but a few things work differently, and knowing them saves the first awkward ride.

  • Card in the app is not the default

Bolt charges the card you saved. Here you pay the driver directly at the end, cash or card on the driver's terminal, and the app itself never takes a payment.

  • No surge; long rides use offers

Bolt multiplies the price when demand spikes. In Montenegro town rides are metered by distance and time with the estimate shown up front, and intercity transfers are priced by your own offer that drivers accept. The agreed number does not move.

  • Scheduling is normal, not optional

On the coast in summer, a scheduled airport pickup is how you get a car at 6 am. Set it when you book the flight, not when you land.

  • Pickup points in old towns

Kotor and Budva old towns are pedestrian. Drop the pin on the gate, not on the apartment.

What the rides Bolt users ask about cost

Typical fares from real completed rides, so you can judge a quote at the border or a rank. The exact fare is shown in the app before you confirm.

Typical range from real MonteGO rides (September 2026). The exact fare depends on distance, time of day and demand, and is shown in the app before you confirm — check it there before you book.

Set it up before you cross the border

  • Register on wi-fi

Create the account in Dubrovnik or at home. It takes a phone number and a minute, and you will not depend on roaming at the crossing.

  • Schedule the first ride

Airport arrival or the leg from the border: book it in advance with the pickup pin on the exact spot, and the driver is assigned before you get there.

  • Keep the Bolt app

You will want it again on the way back into Croatia. Just do not expect it to answer south of the border.

FAQ

Common questions

No. Bolt does not operate in Montenegro: no cars in Kotor, Budva, Tivat, Podgorica or at the airports. It works in Croatia, including Dubrovnik, and stops at the border.

No. Neither town has Bolt. Both are covered by MonteGO, with pickups at the old town gates, the Kotor cruise terminal and along the Budva Riviera.

Neither. Uber and Bolt are both absent from Montenegro. The working options are a local ride app such as MonteGO and licensed street taxis.

A Bolt can drive you to the Croatian side of the border but cannot cross it. Book the Montenegrin leg with a local app in advance, or take a licensed taxi at the crossing and agree the price first.

MonteGO. It covers the whole country with licensed drivers, shows the fare before you confirm, tracks the ride live and lets you schedule airport pickups up to 10 days ahead.

There is no Bolt price to compare against inside Montenegro. Town rides typically cost a few euros to the mid-teens depending on the city, and there is no surge multiplier; see the typical fares above.
