No. Uber does not operate in Montenegro and never has, so the app will not find drivers in Podgorica, Budva, Kotor, Tivat or anywhere else in the country. Kotor to Budva is 22 km and about 30 minutes by road over the Trojica pass. A taxi or app-booked transfer is the fastest and only door-to-door option; intercity buses run the route more cheaply but connect bus stations rather than accommodation. In summer, allow extra time for traffic on the Budva approach.

Getting around Montenegro without a car

Use intercity coaches for the long hops between cities and taxis or app transfers for everything else — airports, evenings, mountain accommodation and the last mile to your apartment. The country is compact: Budva to Kotor is 22 km, Podgorica to Budva 64 km. Buses are cheap and frequent along the coast; a ride app covers the gaps buses leave.

Montenegro day trips by taxi

Perast is the classic: 12 km along the bay, about 15 minutes, and small enough to enjoy in an afternoon. Budva is 22 km and roughly 30 minutes, Cetinje 33 km and about 45 minutes, and Herceg Novi 43 km and around 50 minutes. All work as a taxi or app-booked ride out and back, with no parking to worry about.

Choose Kotor for atmosphere, history and the bay — a UNESCO walled town with dramatic scenery but limited swimming. Choose Budva for beaches, nightlife and a wider choice of accommodation. They are 22 km and about 30 minutes apart, so you can easily base in one and visit the other. For a week, many visitors split the stay.

Is it safe to take a taxi in Montenegro?

Yes. Montenegro is generally a safe country for visitors and licensed taxis are reliable. The most common problem is price, not personal safety: unlicensed drivers around cruise terminals and airports may quote inflated fares. Use a licensed taxi or a ride app where the fare, driver name, vehicle and plate are shown before the ride begins.
