Why Uber is not in Montenegro
Montenegro is a country of roughly 620,000 people. Its transport demand is intensely seasonal — a quiet coast for eight months, then an enormous summer surge concentrated along about a hundred kilometres of shoreline. Global platforms tend to prioritise larger, steadier markets, and Montenegro has never been part of Uber's footprint.

What to use instead
You have three realistic ways to get around, and most visitors end up using a mix of the first two.
A local ride-hailing app

For longer transfers between cities you name a price, nearby drivers respond within minutes, and you choose one on rating and vehicle. The agreed price is fixed before the trip. It feels unusual for about ninety seconds and then makes obvious sense on a 60 km run.
Scheduling matters more here
Fewer cars circulate at dawn and in low season than in a large city. Rides can be booked up to 10 days ahead, which is the practical fix for early flights and remote pickups.
Cash is still normal
Card payment works in the app, but cash remains common in Montenegro generally. Carrying some euros is sensible regardless of how you plan to pay.

Set it up before you fly
